Camden County Planning and Zoning rejects church’s request

faith-based organization as a non-conforming use, the Camden County Planning and Zoning Commission said no to a rezoning request for the Beacon of Hope Church.

The vote by the planning commission was unanimous. The recommendation will now go to the Camden County Commission for final action.

It is unlikely that the county commission will overturn the planning commission's recommendation.

Once the county commission takes final action, the church will need to find an alternative location for its program. The county commission is expected to consider the recommendation of the planning commission in June.

The church, on Runabout Road (Lake Road 54-63) near Osage Beach, has been operating a residential program for men without the appropriate zoning. The church had filed a request with the planning and zoning commission two months ago hoping to rezone the property from a B2 classification in an industrial zone to residential.

According to planning director Chris Hall, the church was not aware of the zoning issues when it opened its doors for the residential facility.

But, despite the fact that the commission felt the church was doing good work, approving the rezoning request was not an option. If the commission had allowed the request to go through, Hall said it would have opened the door to allow for spot zoning.

Hall said spot zoning would essentially benefit the church and none of the other property owners. That kind of up and down zoning can hurt property values, he said. Under the rules and regulations, Hall noted the commission defined the residential program as a non-conforming use for property located in the classification.

The church itself isn't the problem. Based on planning and zoning rules, the church can be located in any type of zoning classification.

It is the residential program the church offers that is creating the problem.

The church also provides a food pantry and a thrift shop. Those programs don't conflict with the current zoning.

Beacon of Hope's program is designed to help men coming out of prison and those in need of alcohol and drug rehab. The residential program is well supervised. The church has considered expanding the program to include a section for women. The church had hoped to include two neighboring lots.

The property in question is surrounded by commercial/industrial use.

Adjacent property owners came out in opposition to the rezoning request.

While the property owners didn't object to the church, the thrift shop or food pantry, they felt the industrial/commercial area was not an acceptable location for a residential program.

From the gate it should have been apparent that Williams was still in the lifestyle of addiction, but his "golden-voice" overshadowed the problems he continues to have with drugs, and his sudden notoriety launched him right past rehab briefly, but may now be repsonsible for getting him help.
"If Ted is ever going to get better, he's got to be honest with himself and admit he's addicted to drugs and alcohol," the statement from "Dr. Phil" says. "I've told him it's not going to be easy and it's going to take a lot of hard work. It might be a long journey for him, but this is a big step in the right direction," reported ondeadline.com.
Recently, Williams and his daughter got into a spat, alledgedly over his drinking, but he denies that. Entertainment Tonight is saying that Ted told them that his daughter attacked him. Wonder if this is more about money than true love, or hate.
"Williams was inundated with freebies, bookings and voiceover gigs after he was discovered by Doral Chenoweth, the web producer for the Columbus Dispatch, while Williams was panhandling on the side of a highway with a sign saying he had the God-given gift of a radio voice," reported myfoxdetroit.com.
In any respect, Ted does need help, and apparently recognized that. Hopefully, he accepts what is going to come his way as far as rehab, the work he'll need to do to resolve his past, and the aftercare/support network needed to help maintain his sobriety.
If he holds course, the golden-voiced man could write his own ticket, and there is nothing but hope, and well wishes from this end.

Tim Holland, ex-husband of Dawn Holland is speaking out, and the description he offers of Dawn Holland isn’t pretty. Nor, admittedly, does it make Tim Holland look like someone you would want to know. Anyway, Holland, as reported by RadarOnline in an exclusive interview, calls his former wife “violent”, a “gold-digger”, and he says his marriage to Dawn was “like being married to a monster.” Does Lindsay Lohan need this? And to what does he attribute his ex-wife’s erratic behavior? To drug use, of course. “She’s in recovery, like me,” Holland says. “When I met Dawn, she was two years in recovery from drug addiction, specifically crack cocaine.” Sounds like recovery didn’t take!

Nixon withdraws rehab plan

Former Atlanta Brave Otis Nixon has decided to withdraw his application for a re-zone request to allow him to open a drug and rehab facility in the county.
The withdrawal comes ahead of next week’s board of commissioners meeting where it was on the agenda for a final vote.

“I made the decision after talking with my board and members,” Nixon said. “I think (Planning and Zoning Commission member Betty Alexander) summed up well when she said it was a good thing we are doing, but this property is not a good fit for what we are trying to accomplish. I made this decision and it is back to the drawing board.”
The application is for the 25-acre property at 3330 Dally Road outside Jersey which has two single family residences and two small barns. The purpose listed for the conditional use was for “residential care with very light mental or substance abuse problems, supervision counseling to restore them back to the community as productive citizens.”
But Nixon found an uphill battle to his effort. A meeting of concerned citizens packed the room at the Jersey Community center in November and it was standing room only at December’s Planning and Zoning Commission meeting - most in opposition to the request.
In the end, planning officials denied the request 5-1 but the request still had to come before the Board of Commissioners for a final verdict.
Despite the change of heart regarding the Dally Road property, Nixon said he wasn’t giving up on Walton County.
“I have talked to a lot of probation officers here and they are waiting for me to open the doors,” Nixon said. “They have a lot of folks going back and forth between jail here, so opening up a facility here in Walton County is still on the table.”

Surfer Anthony Ruffo brings drug rehab home; helps offer free week-long treatment

Big wave surfer Anthony Ruffo is on his way back from addiction, and he wants to bring some of his friends with him.
In what the 47-year-old former Cold Water Classic winner calls part of a new mission, he is returning from New York to Santa Cruz on Friday to help bring a free, seven-day drug treatment process to friends and others.
The Anthony Ruffo Project is being offered by Clear Mind Healthy Planet, a nonprofit based in East Hampton, New York headed by a former addict named Genie O'Malley.
Ruffo has been working with O'Malley for about three weeks. He was treated for drug addiction in 2006 too, he said, at a local residential program he declined to name. But it is this one that has changed his life, Ruffo said.
Clear Mind utilizes breathing techniques and other tools to alleviate the depression and self-defeating thoughts which often accompanies going it cold, Ruffo said. O'Malley calls is the Three Part Breath Cognitive Health Process for the Mind.
"I can't tell you how wonderful it has been," Ruffo said. "I haven't felt this way in years. So I have a new calling, which is insane -- no only getting better myself, but I get to share it and it's free."
Ruffo faces a Feb. 14 trial on charges he was selling methamphetamine, following his July arrest at his Laurel Street home. Due to a prior conviction for felony meth sales, a conviction now could lead to a five-year prison term, said his attorney, Ben Rice.
Ruffo
was headed to Colorado for a different program, as he awaited trial, but a series of events landed him with O'Malley.
O'Malley said the program's 49 units can be completed at home or uploaded as an iApp, as she wants it to be affordable and accessible. It can include therapy and take less time, but can be done for a few minutes daily and takes about one year.
The upcoming seven days will lead people through about a dozen units, and they will have space for at least 100 people, she said. Ruffo said they will return in January for another session.
"This is a message Santa Cruz will help bring forth into the world," O'Malley said. "It's a very loving program and it's a beautiful story."
Since creating a nonprofit in 2001, O'Malley said she has been taking the method into prisons, treatment centers and other facilities around the country. A counselor for 14 years, she survived drug addiction, cancer and several suicide attempts.
She said addicts are often suffering a great deal of emotional pain.
"It's my life and my passion to help people who are stuck under these stories of emotional trauma and abuse," she said. "This is just another one; it's been an emotional experience. Anthony is gathering all these people who want to be clean with him and will take them through the same process, to start building a program in Santa Cruz."
Rod Libbey, director of the Janus of Santa Cruz treatment, said methamphetamine is one of the toughest drug dependencies to treat. But he said they have success with their 30-day residential program.
"I'm not sure there is a tried and true method of dealing with it," Libbey said. "The programs which seem to do best call for a relatively lengthy residential stay. It's a very, very addictive drug and it can be very difficult to be out there in the community and not use while being treated."
Methamphetamine addicts often report they were hooked the moment they tried it, he said, and their health goes downhill just as fast. He said he was not familiar with O'Malley's method, but that, basically, bless her if it works.
"You have to sort of meet everybody where they are; if she's found a way to make it work, I'd like to hear more about it," Libbey said. "Every once in a while someone will come up with a program that has some real value."
Ruffo would vouch for Clear Mind in a flash.
"It's a powerful thing; I feel like I can really help people," he said. "I've done things in the past that have hurt my family and friends and the surfing community, and I want to come back and say I've learned from my mistakes, and I want to give back."
Santa Cruz filmmaker Rocky Romano is filming a story about Ruffo, and the film will include the treatment process, as well as interviews with friends and fellow surfers, Ruffo said.

At first, it seemed the city was winning its battle against Gulf Coast Recovery and its director, Matthew Schwarz, when the court ruled in 2007 in the city's favor.
That ruling was overturned in 2008, however, by the 11th Circuit Court of Appeals in Atlanta, sending the case back to the Tampa court.
In February, a federal jury finally heard the case and decided in Schwarz's favor.
At issue was whether the city's attempts in 2004 and 2005 to close the drug rehabilitation program's residential housing had violated the federal Fair Housing Act.

The jury said it had, effectively requiring the city to pay damages.
Just how much in damages would take more than eight more months, a formal mediation and many meetings to resolve.
The city did win one thing — it kept the settlement below a $5 million insurance limit on its Florida League of Cities insurance policy.
Schwarz had claimed the city's actions cost him more than $7 million, but in the end agreed to about half that amount.
"It was just certainty of ending the dispute. We felt it was a good settlement for our client," Schwarz's attorney, Ethan Loeb, said Friday when asked why Schwarz agreed to a lower amount.
Meanwhile, Gulf Coast Recovery is still operating, although at a much more reduced level than before the city began its fight to shut the facility down.
"They are in business, but just barely," said Loeb. "What has gone on with the city has stigmatized the business. Matt has a lot of debts and fewer clients, but he will try his best to keep going."
As for the city, as part of the settlement agreement, it had to agree that Gulf Coast Recovery is entitled to occupant turnover of up to six times a year in a total of four structures in the city's RM-15 zoning district.
For example, if a structure has four bedrooms that each can accommodate two people, that means the structure can house 48 different people over the course of a year.
"If the city had done this five years ago, it would not be forced to pay out all this money now," said Loeb.
The dispute began in 2004 over several single family homes in Treasure Island where the program housed its clients. Nearby residents repeatedly complained about noise from the rehabilitation center's clients, particularly during late night, backyard group meetings.
The city tried to solve the problem by citing Schwarz for having too many unrelated people living together and for violation of short-term rental regulations.
At one point, city code violation fees levied against one home on the Isle of Capri totaled $160,000.
Code enforcement efforts ceased after Schwarz filed suit against the city.
Last week, the City Commission found the settlement was "in the best interests of the city."
An additional settlement related to the case calls for a $36,000 payment to Krystal Falkowski, a treatment program client who joined in the initial lawsuit against the city.
Loeb said the money recognizes the "emotional turmoil" caused by the city's code enforcement efforts and will reimburse her and her family for the cost of the treatment she received while at Gulf Coast Recovery.

The medical procedures available include tests for tuberculosis and HIV, and vaccinations for the flu, tetanus, and pneumonia. Physical and mental exams are also given to help diagnose additional medical problems such as hepatitis or schizophrenia. Hannah Lawrence, a nursing student at SBCC, said that many homeless have undiagnosed physical and mental illnesses that have kept them on the streets.
“A lot of people haven’t been correctly diagnosed for mental illness,” Lawrence said. “Having them come here and letting us know if they are taking medication or if they haven’t been diagnosed, sometimes that alone can help them get back on their feet.”
Diseases can spread easily in the homeless population, and can frequently make the jump to the general public. A pneumonia outbreak a few years ago underscored that point and many shelters now require proof that they don’t have tuberculosis before they enter.
Sometimes even that isn’t enough. Despite several negative tests, Anthony Grosse contracted tuberculosis when he was living in a shelter in 2008 and was hospitalized with a collapsed lung for nearly four months. Grosse believes it’s a reason for more clinics to be held in more locations.
“It’s a very simple process,” Grosse said, referring to early stage tuberculosis treatments. “So this [fair] shouldn’t be just an annual thing here.”
Healthy Neighbors started six years ago when Williams was talking to a doctor who had returned from working in Indonesia. The doctor told him about the conditions of some of the homeless he worked with.
Williams commented that people living in similar conditions could be found closer to home. The doctor told him if he organized a medical fair, he’d volunteer.
“So it was like a challenge,” Williams said.
Williams went from organization to organization in 2004 and finally put together a fair that was attended by 175 people. This year, that number is expected to rise above 700.
The increase is due in part to outreach and in part to the economic downturn. Jamie Brady, another nursing student, said that 1-in-10 people coming through the clinic are recently homeless, having lost both their job and home within a three month period.
“Basically their lives are in upheaval,” Brady said. “And there’s no real free clinic in this town.”

Almost a decade in service, Davao del Norte's drug rehabilitation center continues to accept patients on a subsidized scheme and even accommodates alcoholics.

Guesting at Kapihan sa Kapitolyo on Thursday, Luntiang Paraiso Regional Drug Rehabilitation Center (LPRRC) Executive Director Gabriela Logronio said the center also caters rehabilitation services to alcoholics.

Of the 30 patients currently under rehabilitation at LPRRC, 25 percent have been into alcoholism, said Logronio who is a registered nurse by profession.

By place of origin, 20 patients are from Tagum City ; two from Mati, Davao Oriental; two from Asuncion, Davao del Norte; three from Kapalong, Davao del Norte; two from General Santos City ; and one from Leyte.

The provincial government of Davao del Norte has been operating LPRRC since 2001 with funding for building construction coming from the Dangerous Drugs Board.

It has signed a memorandum of agreement with component local government units (LGUs) with regard to counterpart payment of rehabilitation fees.

Indigent patients who are residents of Davao del Norte can avail of LPRRC's free rehab services. The municipal/city government and the provincial government of Davao del Norte shoulder the charges of their stay at the center.

But those whose families are found to have a substantial monthly income as shown in their income tax, are charged with fees depending on the bracket of earnings.

Logronio explained that families having a monthly income of P40,000 and above are required to pay a rehab fee of P8,000 a month while those whose monthly income falls below P40,000 to P30,000 are to pay P5,000 a month.

For families whose monthly income falls below P30,000 to P10,000, the LGU where the patient resides, the provincial government and his or her family are to chip in counterpart payments of rehab fees.

"For those whose families barely have P10,000 monthly income, their families are relieved of any charges," Logronio said.

Families of non-residents of Davao del Norte with income of more than P40,000 a month, are required to pay P8,000 while those with less than P40,000 have to pay P5,000 a month.

Logronio revealed that about 300 drug and alcohol patients have gone out rehabilitated from LPRRC which, she said, is the only drug rehab center in Mindanao, accommodating male, female and even child patients.

Logronio revealed that 17 patients are going out of the center next week, as graduates. The center management will be turning them over to their families in a ceremony which will form part of the week-long observance of the Drug Prevention Week.

In the same forum, Provincial Health Office psychiatrist Dr. Rowena Yap appealed to the public to welcome and embrace into the mainstream former drug and alcoholic patients.

"Let's not label them. Let's be open-minded. Let's give them a second chance," she said as she pointed out social acceptance of rehabilitated as a great help for rehabilitated patients from swinging into relapse.

Dr. Yap bared commonly found reasons of drug addiction saying, patients who failed to find their needed love and care of their families, eventually sought what they longed for from friends.

"That's why proper supervision of families (over their members) is very important," she said.

Lindsay Lohan checked into the Betty Ford Center in Rancho Mirage on September 27, three days after it became clear a judge intended to send her to jail because of a failed drug test. The judge eventually ordered Lohan to stay in the drug rehabilitation program until January 3 instead of going to jail.
If Lohan, 24, violates the rules of her rehab program or fails a drug test before her next court date on February 25, she will be sent to jail for 180 days, Los Angeles Superior Court Judge Elden Fox told her.
Staying clean and sober until then would end Lohan's supervised probation, and she can put "this long episode" behind her, Fox said.
Lohan acknowledged in a series of Twitter messages in September that she failed the test and has a drug problem.
"Substance abuse is a disease, which unfortunately doesn't go away over night," Lohan wrote. "I am working hard to overcome it and am taking positive steps."
Lohan's legal troubles began when she was arrested twice in 2007 on charges of driving under the influence, and in the second incident she was charged with cocaine possession. First year is a success for rehab centre

A DRUG rehab centre in Llanelli has celebrated its first year of making a difference in the town.

The Kaleidoscope service officially opened at the Parish Hall near the town centre on November 16 last year.
Later joined by alcohol intervention service Prism it has so far provided help to around 64 people and carried out 99 treatment episodes. Funded by criminal justice system money, the centre works with the police and prison service and tries to keep addicts from re-entering a life of crime.
It uses a hi-tech rapid access prescribing service (Raps) to allow people to get a heroin substitute methadone prescription, using iris recognition for added security.

Nurse and operations manager Lisa Kieh said the service had proved very effective in Llanelli.
She said: "Our greatest success is being able to offer an effective service quickly to heroin dependent people who are committing crimes.
"Before Raps in Llanelli opened, it was very difficult for treatment agencies to offer a service to people who were chaotic, living in temporary accommodation with fluctuating motivation to change. Sometimes they would be sent to prison before treatment could be arranged.
"Raps has removed many of the barriers to treatment and we hope this will strengthen the criminal justice system as a whole. Now very little excuse remains in Llanelli for persistently criminally active heroin users." Mrs Kieh said the service was performing above target — with about two thirds of people going through treatment only once, with positive results.
She added: "We have been able to take people onto our treatment programme within an hour in exceptional cases, where there is a lot of risk to the person and to others. We also work hard to ensure service users understand what they are trying to achieve.
"The 26-week treatment programme is not intended as a cure for service users, although for some, its focus and structure can help them to make significant changes, and they do stop using illicit and prescribed drugs.
"Our aim for Llanelli is to provide a safe, well managed window of opportunity for people to stop the chaos, including offending, and reevaluate their options. If they are willing to make every effort to work towards change, then we work hard with our partners to arrange a package of aftercare which works best for them."
Lisa Moore, who is setting up The Hannah Meredith Foundation, in memory of her niece who died from a heroin overdose in the town last October, has praised the centre.
She said: "The families of the addicts will want to get help for their loved ones so we will be contacting places like this to build up relationships."

Hard work and an austere diet are believed to have been part of the therapy imposed by Bychkov on his “abductees.”
Most doctors disapprove of hard manual labor as a basis for drug rehabilitation. Yevgeny Chernetsky, of Voronezh’s regional substance addiction treatment center, is one of them. He argues that work therapy may only be effective if integrated into a holistic rehab course.

Overcoming addiction through faith
“I took opium for as long as 17 years, from the age of 20 through 37,” Burykin says. “I’ve lost my wife to overdose, stood trial three times, and have served time in jail. While there, I developed TB and hypostatic pneumonia.”
For the past eight years, Burykin, 45, has been a Preobrazheniye resident. He has now fully recovered from his opiate addiction, and works at the center as a volunteer, helping other drug addicts through the detox & rehab program. He also preaches to an Evangelical Christian congregation.
“Any alcoholic or drug addict would like to quit, but most just don’t have the nerve to make it on their own,“ he says. “That’s our inherent sinful nature. According to the Gospels, ‘Everyone who sins is slave to sin.’ It’s only through Jesus that people can really transform themselves. I repented in 2002 and then had my life reformed by the Lord.”
Eight years of abstaining from narcotics, booze, nicotine, and even from obscene language… Upon completion of the rehab program, Burykin joined the local Evangelical community and undertook to provide support for drug addicts embarking on the thorny path toward recovery.
It was here, at Preobrazheniye, that Burykin got married and started a family. His son, Philip, is now one year old.
He makes no bones about his troubled past: “Why should I conceal it? The important thing is to make people see the light at the end of the tunnel.”
Those seeking to rid themselves of their addiction can do so through work and faith, he adds.
“People learn to earn themselves a living when they work. Drug addicts who end up here usually have no prior working experience,” he explains. “And those who repent, pray and read spiritual literature will eventually come to know God.”

Working one’s way to drug-free life
There are 15 people undergoing Preobrazheniye’s addiction treatment course at the moment. All of them do community work of some kind. Two help with the construction of a female rehab facility nearby, to replace the old one, which burned down. Two others take care of the center’s herd of cows. The rest work on a public bathhouse project and prepare fodder for the livestock.
In summertime, all the patients work growing crops. They grow vegetables such as potatoes, tomatoes, and onions. Their latest veggie harvest has been a lean one, they say, as the region suffered from a severe drought this past summer.
Some residents are pursuing the rehab program for a second time already. Oleg Dolgopyatov, for one, returned a little over a month ago, after his departure in spring. His first stay at the center lasted just under six months, and ended with him leaving for Voronezh, where he took to the bottle again and resumed taking drugs. Now Oleg is back, and on his way to recovery.
“I want my life changed,” he says.
According to Burykin, to be able to recover an addict should abstain from smoking, drinking, fighting, and even from using obscene language. These are the basic rules to be followed by all the residents. But most of them fail. Small wonder then that only 100-odd addicts have completed the rehab program at Preobrazheniye over its decade-long history.
In keeping with Preobrazheniye’s daily routine, residents will get up at 6 a.m., attend a church service, then have breakfast and go to work. The lunch break is from 2 to 3 p.m. After finishing work in the evening, they have some quality time to spend on their personal needs.
Turning over a new leaf
Many of those who complete Preobrazheniye’s year-long rehab program then leave the place to turn over a new leaf elsewhere. But some choose to stay behind and help other addicts on the program to get through.
“The program was intended for six months originally, but this period of time has proved too short,” Burykin says. “Even physiologically, a person will need at least seven months to recover from alcohol and drug abuse. And then he or she will have to spend some time readjusting to a drug-free lifestyle. It’s hard to live in a world where sin and temptation are all around.”
Oleg Fedoseyev has learned to cope. The 36-year-old entered the Preobrazheniye center four years ago.
“When I learned about Igor Burykin working at the center, I thought to myself: ‘Have they been shooting up like crazy out there?’ Igor and I come from Novaya Usman, so I knew him quite well before. Then, eventually, I decided to join him here…”
Volya is now home to five families from the Evangelical community, who make up a third of the village’s population. All the houses in this desolate place are old and rickety; none is surrounded with a fence. But the humble living conditions do not make the former Preobrazheniye patients any less happier. Now that they have found God, they know that everything in their lives will be changing for the better.

County OKs drug rehab program, building

CARLSBAD — In a 3-2 vote on Tuesday, the Eddy County Commission approved an inmate drug rehabilitation program at the county detention center and a building to house it. Commissioners Jack Volpato and Roxanne Lara voted against the proposal. Voting in favor were commissioners Lewis Derrick, Guy Lutman and Tony Hernandez, who cast the tie-breaking vote.
The county will use $1.2 million in state legislative funding to build an addition onto the north side of the jail.
County Planner Yvonne Basabilvazo and Todd Banister, detention center nursing supervisor, have been tasked with the project, which must stay within the $1.2 million that is available.
"I'm in favor of a drug rehab program, but the way it was presented, the economic reality is that it's not the right thing to do right now," Volpato said following Tuesday's commission meeting.
Volpato said there are two main reasons that led him to cast his dissenting vote.
"The plan presented to us was not very complete. There is no contingency plan or continuity of care after the inmate is released from custody," he explained. "I think it was a little premature to be voting on this until we get a complete picture of how the rehab process will work. What was presented to us, in my opinion, was the frame work. I'm not going to spend taxpayer money on something that is not complete."
Volpato said his second reason is his concern about future costs. He said it is estimated that at least $204,000 for salaries and benefits for three additional staff members will be needed annually. "It's not budgeted for this fiscal year," he said. "It would have to come out of the county's general contingency fund. I think we are getting a little ahead of our economic recovery. We have asked other county departments not to hire new staff and we are told that three more detention officers will be needed for the drug rehab facility. The detention center is already down 14 detention officers. They are making up the shortfall through overtime. If we can't staff the detention center, we don't need more programs."
The current fiscal year started July 1 and ends June 30 of next year.
Volpato said the turnaround time to get the project under contract is short. The county has until December to get the architectural design for the facility on the drawing board and hire a contractor to build it.
He further added that he fears that if the program fails and is disbanded, the state will ask for the $1.2 million to be returned.
"If that were to happen, it would be a big financial hurdle for the county to overcome," Volpato said.
Lara said she voted against the proposal because there are still "too many unanswered questions" and the legislative appropriation is being used for something other than intended. She too feels the program start is being pushed too quickly.
"When the money was obtained, it was for a drug rehab center that would help the community. The people in our community cried out for a drug rehab center to be located in the community," Lara said. "Instead, it's going to be built to rehabilitate a very limited number of people inmates at the detention center. I'm not happy about that."
Lara said on average, an inmate's stay in the detention center is about 21 days. She said looking at the proposed program presented to the commission on Tuesday, there is no mandated continuation of drug rehab.
According to the proposal presented to the commission, not all inmates going through the drug rehab program will be in custody for the entire treatment cycle. Those who are released will be referred to treatment that is available in the community. Inmates sent to prison after sentencing may continue their treatment there. The detention center will cooperate with the court and provide inmate progress reports and appropriateness of referral to other programs.
"I question how effective the treatment will be once the inmate is released from the detention center," Lara said. "For me, there are too many concerns to move forward this quickly."
Under the original proposal for a drug treatment center, the county had hoped to build a regional drug treatment facility. But when there was no interested expressed from surrounding communities to partner with the county to build the facility, the county considered going alone and contracting out the daily operation of the facility. But when construction costs came in at about $12 million, the county scaled back the size of the facility. .

THOUSANDS of people are struggling to shake a crippling substance abuse addiction in South Africa’s drug rehabilitation treatment facilities. But if they don’t have medical aid or private funding, their attempts to make their home in one of the country’s rehab facilities for a three- or six-week in-patient programme is a daunting, sometimes impossible, task.
Alcohol remains the drug of choice for South Africans, with a drinking population boasting one of the world’s highest rates of alcohol consumption, according to the most recent World Health Organisation report in 2004. Each drinker in South Africa is estimated to guzzle 16,7 litres of alcohol per year. More than 27% of South African men and nearly 10% of women admitted to being alcohol dependent, according to a 1998 survey in that report.
Other substances have a strong hold in the country as well. The Central Drug Authority, the monitoring body within the Department of Social Development that oversees drug issues, estimates that 3,2 million South Africans use marijuana, 100 000 use opiates, 290 000 use cocaine, and 320 000 used ATS.

Brendon started on the road to addiction by smoking dagga on his 17th birthday. Today, the 33-year-old Johannesburg resident says that when he wanted to get help shaking his cocaine and alcohol addiction, it was nearly unattainable.
“There was also an economic obstacle as I couldn’t afford to send myself, and for a few years I never had medical aid after I left the bank [where he worked].When I was finally ready to speak to my family, I was worried they would not be able to help me because of the cost,” he said.
The cost of a private rehabilitation treatment facility typically begins around R17 000 for a six-week stay and can go up to more than R90 000. Most medical aids will cover up to 75% of that cost.
Only 16% of the more than 10 000 who entered rehabilitation facilities between January and June last year used medical aid to pay, according to calculations based on the most recently available statistics of the South African Community Epidemiology Network on Drug Use.
“It is obviously preferable to have someone [who has a serious addiction] in an in-patient facility, but availability and affordability are always a problem,” said Andres Pluddermann, senior scientist in the Medical Research Council’s Alcohol and drug abuse research unit.
Today, hundreds of people are on waiting lists for a government-subsidised spot — reserved for those who cannot afford treatment and don’t have medical aid — in drug rehabilitation treatment facilities across the country. Most will wait at least two months and sometimes more before a bed becomes available, according to more than a dozen rehabilitation facility directors who spoke with Health-e News Service.
Dr Stan de Smidt, manager of the Western Cape’s state-owned rehabilitation facility, De Novo Treatment Centre, said the 100-bed facility has at least 180 people on its waiting list. He said the waiting period is at least two months.

Government subsidises in-patient beds in drug-treatment facilities for impoverished addicts without medical aid. The subsidy covers a varying proportion of their care while the facilities fund the remaining balance — typically several thousand rands — of the patient’s expense through fundraising and donations.
According to the country’s leading nationwide rehabilitation organisation, the South African National Council on Alcoholism and Drug Dependence (Sanca), the total number of people in treatment has increased 34% to 11 682 addicts in 2010, from 8 713 in 2006. Their figures show a six percent increase over last year’s 11 012.
Sanca has 31 centres and 30 satellite centres nationwide; 10 are in-patient.
Meanwhile, some provinces, like Limpopo and Northern Cape, have no registered in-patient rehab facilities at all. Addicts there are sent to in-patient facilities in the Western Cape, Mpumalanga or Gauteng. There they are put at the end of waiting lists as out-of-province-residents awaiting the generosity of that province’s finances.
Riette van der Linde, director of Limpopo’s Far North Alcohol and Drug Centre, an outpatient facility, said that without an in-patient facility in the province, the burden of treating Limpopo residents with substance abuse problems falls on other provinces, which can encounter resistance.
“We struggle to get them in because [provinces] look at their people first,” said Van der Linde.
The implications to rural areas are far-reaching.
“People who enter treatment are often those who are at the last point or near the final point of their problem, so you would find a lot of problems with alcohol abuse in … rural areas where there aren’t any services and very little is being done by centres to do prevention work,” said Pluddermann. “Those problems are probably quite likely to continue unchecked.”
The lack of services has implications for broader society as well.
“If we don’t deal with substance abuse as being a major problem, all your other efforts in your problem areas are not going to be effective as they should be,” said Dr David Bayever, deputy president of the Central Drug Authority (CDA).
However, hope is not entirely lost. Letitia Bosch, substance abuse co-ordinator for the City of Cape Town, said outpatient facilities — which typically cost less — could help cut down on waiting lists.
“Traditionally people believe that it is better to send those with substance abuse problems away, but that is not always an option. The message we are trying to convey is that people do not need to be sent away for them to be treated.”
She acknowledged that outpatient treatment won’t work for everyone. The severity and duration of your addiction as well as the type of drug, such as heroin, also determine if you need in-patient care.
A new bill to update the current Prevention of and Treatment for Substance Abuse Act, enacted in 2008, proposes that the government establish at least one in-patient facility in each province to help address these problems.
Other regulations and restrictions included in the bill would create more stringent guidelines for rehabilitation centres to follow. The CDA is also drafting a new national drug master plan to address the evolving substance problem.
“The job is far bigger than what we are capable of dealing with, in that we are only 12 people,” said Bayever.
“The new act … will double the number of facilities so that already in itself is a move in the right direction. [It recognises] the importance of dealing with substance abuse as an underlying common thread beneath other social ills.”

Cumberland Heights, a dependency treatment center here, said Friday it will cut 63 jobs from its staff of 295 full-time positions and trim the number of beds it operates by roughly one-third as a result of a disagreement with a major insurer.
The alcohol and drug rehab center has been in a dispute with Magellan Behavioral Health, which manages its patients’ insurance claims for BlueCross BlueShield of tenesse Magellan recently canceled the rehab center’s contract because of perceived problems with patient care.Cumberland Heights has objected to that and now says it will be forced to make cuts to cope with lost revenue. Officials with the 177-acre rehab center on River Road also say they have done nothing wrong. The upshot of the dispute, Cumberland says, is that patients can expect the amount that insurance covers for treatment to decline. The center says it also will reduce the number of staffed inpatient beds to 80 -- about one-third less than it operated in the first half of this year.

On Oct. 22, there will be a formal probation hearing that will take place. This all stems from Lohan testing positive for continued drug use, which is a direct violation of the terms of her probation.
Once the court session ended, Lohan was handcuffed and taken away to jail. The 24 year old actress, model, and pop singer was serving probation for another incident. She has already had 3 visits to drug rehab facilities, which has cost her many lost acting gigs.
This is going to be Lindsay Lohan’s third jail stint for a drunk and driving crime which she committed back in 2007. Her last jail stay lasted 14 days. This one will last almost 1 full month at least.
“Substance abuse is a disease, which unfortunately doesn’t go away over night. I am working hard to overcome it and am taking positive steps. This is certainly a setback for me but I am taking responsibility for my actions and I’m prepared to face the consequences,” said the saddened Lohan.
Her father Michael told The Hollywood Reporter that Lindsay should be sent to rehab instead of jail. A lot of supporters agree.

A judge will decide Friday whether to send Lindsay Lohan back to jail or order more drug rehab for the troubled actress. Lohan failed a court-ordered drug test last week -- a month after being released from jail for violating her parole on a drunk driving case.
Under the terms of her sentence, if she misses a test or gets a positive result, she would face 30 days in jail. But it will ultimately be the decision of the judge whether to send Lohan to jail or try another round of drug treatment -- and there are some options within the justice system.
Steve Whitmore, a spokesman for the L.A. County Sheriff, he would not discuss the Lohan case but said that judges can order those with drug and alcohol troubles into a locked-down rehabilitation program.
Known as IMPACT, the program is supervised by the court and inmates attend the 12-step program in groups every day for five hours a day.
The program takes three months to complete. Inmates who fail to comply with the terms of the rehabilitation face a trip back to the traditional lock-up. Those who have gone through the program include Redmond O'Neal and Robert Downey Jr.
Lohan continues to undergo intense therapy and counseling since her release from a UCLA rehab facility. She is on supervised probation in connection with her 2007 conviction for driving under the influence.

Dr. Stewart is a physician whom has owned his own practice for about twenty years now. John has been a patient of Dr. Stewart’s for about ten years. John has come to see Dr. Stewart for his yearly checkup. Dr. Stewart asks John the regular questions:

How are you feeling?
Anything out of ordinary you would like to tell me about?
How’s the wife and kids?

Dr. Stewart then does a full physical which includes a review of body systems. He palpates John’s abdomen and finds what feels like an enlarged liver. He makes note of this. He then has the medical technician draw blood for labs which includes a chemistry and CBC or complete blood count. A few days later, John’s blood work results come back. The AST and ALT levels are a bit elevated. AST and ALT are both indicators of liver function. If the test results come back high, this could be indicative of issues with liver function. Dr. Stewart sits down and looks at John’s chart. Has his patient ever had an incidence of high LFT (liver function tests)? He checks, no not really. Then Dr. Stewart starts thinking about John’s appearance. His eyes were blood shot; he was dressed a little sloppy. John had mentioned that his job was not going all that well. He seemed to be under general strain. When Dr. Stewart thought about having seen John in the past it occurred to him that he had looked better.

Dr. Stewart goes through the list of prescription medications that John takes. Nothing on the list would cause an inflamed liver or high LFT results. The only other option Dr. Stewart can think of is possible substance abuse.

Drinking can cause a variety of different health issues the most common and likely are liver issues. A fatty liver can develop which happens when the liver cannot break down fats properly. Extra fat is left in the liver which it then becomes inflamed. Scar tissue can also be formed when the liver attempts to heal itself. Eventually, this can lead to cirrhosis which is when the connective scar tissue develops and can attack healthy cells. This also results in high liver enzyme levels.

It is up to Dr. Stewart to speak to John about his test results. It is also a good idea for Dr. Stewart to breach the subject of substance abuse with John. It’s an embarrassing proposition for Dr. Stewart to consider. He has been treating John for years; they run in the same social circles, their kids even go to school together. Bringing up John’s possible substance abuse issue is uncomfortable to say the least. Dr. Stewart is worried of offending John and more than anything else, he is afraid of being wrong.

Dr. Stewart’s issue is one that many physicians face when there is a possibility of substance abuse. Modern medicine training programs are full of valuable and helpful information. As a doctor one must have a wealth of knowledge about the human body and treatment issues one might be confronted with. This leaves little time for additional classes or information. This is a huge problem in regards to substance abuse screening. Doctors are a great way to stop a problem from progressing.

In an effort towards prevention of drug disorders, the NIH (National Institute of Health) has developed a program for training physicians on how to screen for drug abuse disorders and how to help inpiduals in this predicament. As Dr. Nora Volkow, Director of NIDA (National Institute on Drug Abuse) has said:

“Physicians can be the first line of defense against substance abuse and addiction, but they need the resources and the training. "Our long term goal is for doctors to incorporate screening for drug use into routine practice like they currently screen for other diseases; to help patients that are abusing to stop; and to refer more serious cases to specialized treatment."

According to NIDA there are three patterns that need to be addressed in terms of substance abuse and physician screening:

Recognition of substance abuse disorders can be fixed by proper communication between physician and patient.
Teaching physicians how to screen for substance abuse disorders is also imperative in terms of other disorders that physicians may treat.
The importance of physicians identifying substance abuse issue can help with an inpidual not actually developing a disorder.

With the popularity of prescription drug use, physicians should be on the outlook for substance abuse more than ever before. In the story above, it is quite possible that Dr. Stewart ignored earlier signs of John’s alcohol problem. Dr. Stewart eventually does speak to John and finds out that he does need help. Man gets 4 years in drug-fueled assault

High on PCP last December, a Baltimore man believed that if he just went to a Ferndale convenience store the Ravens would win the Super Bowl.
But when he arrived at the Royal Farms on Dec. 8, Charles E. Watson Jr.'s hallucinations took on a darker tone.
For no reason, the 30-year-old father of eight thought a 66-year-old man standing in line waiting to buy gas for his vehicle had molested one of his children. Within moments, Watson had thrown Thomas Carter to the floor and started beating and kicking him in the face until his mouth and tongue were black and blue.
"This man is a very dangerous man," Carter said yesterday during a hearing at the county's Circuit Court in Annapolis.
Watson, who pleaded guilty in July to one count of second-degree assault in the Dec. 8 attack, was sentenced yesterday to four years in prison. Upon his release, he will be on supervised probation for five years.
The sentence came despite a recommendation by the state's Department of Health and Mental Hygiene for Watson to receive court-ordered drug rehabilitation. Watson and his attorney, Peter O'Neill, argued in court that rehab was the only way to "break the cycle."
"Mr. Watson is not a dangerous person unless he is using PCP," said O'Neill, noting in court that, no matter what the sentence, his client would one day get out of prison and return to society. "We need to ensure from the societal perspective that Mr. Watson is involved in treatment in order to protect (him) and, of course, society."
Circuit Court Judge Paul A. Hackner said he would consider sending Watson to rehab in the future, but only after he had served about two years behind bars. He wanted to see if Watson would still ask for rehab if the alternative was parole and an early release from prison.
"Then we will have a real goodmeasure for how sincere you are about getting treatment," said Hackner, noting Watson came to court with a lengthy criminal history including two convictions for possession of drugs and one for second-degree assault.
According to prosecutors and police, Watson walked into the Royal Farms at 7201 Baltimore-Annapolis Blvd. shortly after 2 p.m. Dec. 8 and began approaching customers.
Assistant State's Attorney Anne Leitess said Watson walked up to one person and tried to shake his hand. He then walked up to the counter and confronted Carter.
"The defendant walked up and said something about some dimes to Mr. Carter and then for no reason started punching (him). At one point, witnesses described Mr. Carter as being thrown across the store and … being stomped in the head," Leitess said.
Police responded to the store and rescued Carter and his wife, who was present at the time of the incident. Leitess said officers used their batons and a Taser to subdue Watson.
According to witnesses, however, the Taser was of little use against Watson.
"They hit him in the butt, he hollered and just pulled the things out and kept coming," Linda Fitzgerald, a clerk at convenience store told The Capital shortly after the incident. She said Watson only surrendered after he was shot with a second Taser.
Watson pleaded guilty July 23 to one count of second-degree assault as part of a plea agreement with the state. In exchange for the plea, prosecutors agreed to drop several more serious charges.
Hackner sentenced Watson to 10 years in prison, but he suspended the final six years.
Carter and his family declined yesterday to comment about Hackner's final sentence, which fell within state sentencing guidelines of a term between three and seven years in prison.
Watson's family lamented yesterday that Hackner didn't immediately send him to rehab.
"He's not a bad person," said Stephanie Stancil, Watson's fiance and the mother of two of his children. She blamed the incident on PCP.

Doctors who prescribed drugs to Lindsay Lohan are being investigated by the California Medical Board, according to the lawyer for Lohan's father.
Lisa Bloom, the Los Angeles lawyer hired by Michael Lohan to help with his ongoing dispute with his actress daughter, confirmed in July that she had asked the medical board to look into the physicians' prescription practices. Bloom said Monday the investigation is underway.
"I will confirm that the medical board is investigating and that Michael Lohan and I are cooperating with the investigation," Bloom told CNN Monday.
A spokesman for the medical board did not immediately respond to CNN's request for confirmation or details.
A Los Angeles judge sentenced Lohan, 24, to serve a jail sentence and enter court-ordered drug rehab this summer after she was found to be in violation of her probation for a 2007 drunk driving conviction.
She was released from a rehab program at Ronald Reagan UCLA Medical Center last month.

Michael Lohan, who is estranged from his daughter, has been outspoken about his belief his daughter has been over-prescribed controlled drugs.
